Introduction

RATP Dev Middle East & North Africa (MENA) invite senior Operations experts with a solid background in metro or tram network transportation to  express their interest in opportunities with us in the MENA region by applying to this advertisement.  We have a regional office based in Dubai but our core business as a leading global transportation operator is located across MENA including Casablanca, Cairo, Riyadh and Doha. 

Job Purpose

Direct the activities of the Operations Directorate ensuring operational performance of the transport network, following the conditions of safety and security of the operation, availability of equipment, quality of service, safety of goods and people in accordance with the contractual requirements and commitments delivered meeting the defined annual targets and key performance indicators (KPI).

Responsibilities

  • Following strategic guidance, review and interpret current and future Operations demand in connection with the business requirements and forecast patronage growth and produce an Annual Operations Plan (OP).
  • Lead, motivate and reward the Operations Directorate to deliver the Operations Plan, develop the customer service culture and continuously improve specified KPI targets within the Plan in accordance with the Annual Budget. Review the Operations Plan in accordance with the continuous improvement methodology and adjust in order to deliver the KPIs in the Performance Plan.
  • Develop and maintain high quality and consistent operations work practices and culture through the development and continuous improvement of the Operations Plans, Policies, Work Instructions and Forms as part of the IMS.
  • Ensure the capture of operational and maintenance data. This includes providing the user specification, user acceptance testing and ongoing power user functions.
  • Contribute to the development and maintenance of the Hazard Log and the Principal Risk register through the identification and effective mitigation of hazards relating to operations.
  • Ensure effective OCC & station operations in normal and degraded mode in accordance with the Operations Plan, Policies and Procedures including operation of the ATS, SCADA, BMS; normal and special event timetables; control of traction power; logging of faults and failures; recording of operational performance; logging operational activities; timely and efficient conduct of the daily operational routine; network security; coordination and authorization and approval of maintenance occupations and coordination of rolling stock for maintenance activities.
  • Represent the Group when meeting shareholders and develop an excellent relationship with the Client, Customers and Community.

HSQE Responsibilities

  • Ensures operations employees comply with their responsibilities relating to the Rail Safety Manual, Health and Safety Manual and current Policies and Procedures.
  • Identifies, records and initiates actions to prevent the occurrence of non-conformance in operations.
  • Identifies and controls operational risks in train running and puts in place control measures to reduce risk to an acceptable level.
  • Protect information assets and data.
  • Promote a good HSQE and Information Security culture.

Requirements

  • Bachelor's degree or higher in a related field of engineering or transportation.
  • At least 10 year's proven track record of operations and/or maintenance in the rail industry with at least 5 years in a leadership position.
  • Preferably 5 or more years' experience within RATP/RATP Dev.
  • Qualified for driving trains, and for track access.
  • Preferred knowledge of operations procedures for driverless trains and station operations.
  • Fluency in English essential with Arabic and/or French advantageous.
  • Ability to identify priorities, make decisions, and manage resources in both normal and urgent situations.
  • Ability to liaise with different directorates to achieve key objectives to maintain quality service.
  • High capacity for technical diagnosis and analysis.
  • Strong sense of customer service.
  • Highly competent oral and written communicator.
  • Proven leader with high ethics and compliance standards at an international level.
